Electrical/mechanical Maintenance Supervisor, Assistant


ELECTRICAL/MECHANICAL MAINTENANCE SUPERVISOR, ASSISTANT

DEFINITION

To assign, supervise and review the work of the Electrical/Mechanical Maintenance Staff in a wide variety of electrical/mechanical and electronic equipment associated with the wastewater facility, water distribution system and sewer/storm collections pumping stations, traffic signals and street lights. This is a working supervisor position.

This classification is assigned to the miscellaneous bargaining unit for labor relations purposes and is subject to overtime and call-back assignments.

SUPERVISION RECEIVED AND EXERCISED

General direction is provided by the Electrical/Mechanical Maintenance Supervisor.

Responsibilities include direct and indirect supervision of Electrical/Mechanical Maintenance Staff.

ESSENTIAL FUNCTIONS - Duties may include, but are not limited to, the following:

  • Perform skilled journey level work related to electrical, mechanical, electronic equipment associated with the wastewater facility, water distribution system and the sewer/storm collection pumping stations; traffic signals and street lights.
  • Implement schedules and priorities; assign, supervise and review the work of Electrical/Mechanical Maintenance Staff in a wide variety of electrical and mechanical equipment; inspect work in progress and upon completion for compliance to standard trade practices.
  • Assist in monitoring the department budget.
  • Assist in the performance evaluations of subordinate personnel.
  • Train and supervise Electrical/Mechanical Maintenance Staff.
  • Ensure the use of safety rules and procedures, appropriate equipment and proper work techniques.
  • Perform preventative maintenance on equipment to ensure proper and safe operation.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Methods, practices, materials, tools and equipment used in the installation, adjustment, maintenance and repair of mechanical, electrical and electronic systems.
  • Occupational hazards and standard safety precautions necessary in the work place.
  • Electrical troubleshooting, SCADA system repair, and a wide variety of mechanical system repair.
  • Methods and practices used in the supervision and training of personnel.
  • Safe working practices and procedures.

Ability to:

  • Supervise journey level Electrical/Mechanical Maintenance Staff.
  • Operate electrical testing equipment.
  • Respond to emergency conditions, using good judgement, and make the appropriate repairs.
  • Diagnose and repair defects in a variety of mechanical, electrical and electronic equipment including, but not limited to, telemetry and associated equipment.
  • Process purchase orders for equipment / material as needed.
  • Utilize Microsoft Word and Microsoft Excel for report writing.
  • Administer mobile work order systems.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective working relationships with those contacted during the course of work.

EDUCATION AND EXPERIENCE

Experience:

Requires a minimum of six years of increasingly responsible experience, of which two must have been with the City of Turlock, within the public works field related to mechanical, electrical and/or electronic systems.

Education:

Requires completion of high school or G.E.D. and 18 college semester units* in mechanical, electrical and/or electronic systems within two (2) years of appointment. Three of the eighteen units shall be in the field of supervision or management.

* Continuing Education Units (C.E.U.ís) may be applied toward fulfilling up to 12 of the required 18 college semester units at the following ratio: two C.E.U.ís for one college semester unit. (eg. 24 C.E.U.ís equates to 12 college semester units)

LICENSE OR CERTIFICATE

Ability to obtain a valid, Class B Driver's License and proof of automobile liability insurance within 12 months from date of appointment, to be maintained as a condition of continued employment.

Ability to obtain a Grade III Certification in Mechanical or Electrical/Instrumentation Technology issued by the California Water Environment Association within 24 months from date of employment.

PHYSICAL REQUIREMENTS

Maintain the following physical abilities: see well enough to read, write and make observations, operate hand and power tools, vehicles and heavy equipment; hear well enough to converse on the radio, telephone and in person; bodily mobility to walk, bend, stand, crouch or climb for extended periods of time, operate assigned equipment and vehicles and perform heavy manual labor for extended periods; ability to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment on a frequent basis 25lbs, and an occasional basis of 50lbs.
