Regulatory Affairs Manager


    DEFINITION

    Under general direction, plans, organizes, and coordinates the regulatory compliance needs for the potable water, wastewater, storm, sewer collection, laboratory, industrial pretreatment systems and other process in compliance with Federal and State and City requirements; develops and maintains safety programs and standards for the Department to insure compliance with city, state and federal OSHA regulations; serves as Department liaison with Development Services Department and outside engineering firms on Department capital improvement projects; provides public outreach information to the public, schools, service groups etc., about various programs administered by the Department; provides analysis of financial programs; analysis of analytical data on a variety of substances; and performs other job related work as required.

    This position is designated as un-represented for Labor Relations purposes and is considered exempt under the Fair Labor Standards Act (FLSA).

    SUPERVISION RECEIVED AND EXERCISED

    The Municipal Services Department Director provides general direction. The incumbent is expected to work with minimal direct supervision, exercising independent judgment and initiative in a number of complex responsible and sensitive areas. The Regulatory Affairs Manager supervises technical, clerical, skilled crafts and craft staff directly or through subordinate supervisory staff.

    EXAMPLES OF DUTIES: Duties may include, but are not limited to:

    • Plans, develops, and implements or directs the implementation of goals, objectives, policies and priorities relating to the regulatory compliance of potable water, wastewater, storm, sewer collection, laboratory, industrial pretreatment and support services.
    • Participates in the development and administration of the Departments budgets; forecasts additional funds needed for staffing, equipment, materials, and supplies; monitors expenditures; recommends mid-year adjustments.
    • Develops and coordinates projects for inclusion and completion related to short and long term capital improvement projects with internal and external engineering staff.
    • Develops, prepares and presents technical reports to Federal and State regulatory agencies related to the potable water, wastewater, sewer, storm water, solid waste and air pollution control district(s).
    • Develops and administers operating and reporting procedures including training schedules.
    • Ensures City compliance with Federal, State and local laws and codes relating to safety and health standards, personnel programs. Ensures close coordination with other City departments and affected outside groups.
    • Performs special studies and research and prepares recommendations.
    • Assists with new and existing staff orientation and training.
    • Supervises staff including provision of timely performance evaluations; provides staff development; and maintains high standards necessary for efficient, professional operations.
    • Meets and confers with other public agencies, contract providers and City management personnel to resolve problems.
    • Provides a wide range of technical information regarding unit activities, operations, policies and procedures to representatives of other agencies.
    • Reviews, prepares and presents reports; performs long range planning studies.
    • Evaluates personnel; establishes and monitors employee performance objectives; prepares and present employee performance reviews; provides or coordinates staff training; works with employees to correct deficiencies; recommends disciplinary actions.
    • Maintains a variety of technical project files and records.
    • Supervises and maintains a variety of employee training and work safety activities.
    • Prepares highly complex and technical reports; documents policies and procedures; performs research.
    • Makes presentations before various groups, including City Council, Commissions, and professional and public meetings, as needed. Answers questions; provides information to the public; recommends corrective actions; investigates, reports, documents and resolves complaints.
    • Builds and maintains respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provides effective conflict resolution, as needed.
    • Models appropriate professional management conduct; maintains appropriate confidentiality of sensitive information; complies with and supports City policies and procedures, labor laws, and MOU provisions.
    • Attends assigned meetings and training; interacts with outside agencies and commissions; provides leadership for teams, or committees, as needed.
    • Assures staff works in a safe manner; follows safety requirements; monitors and assures compliance with regulations and other legal requirements.
    • Perform related duties as assigned.
    MINIMUM QUALIFICATIONS

    Knowledge of:

    • Principles and practices of supervision, staff selection, training and personnel management.
    • Occupational hazards and standard safety precautions necessary to maintain safe work practices and environment.
    • Federal, State and local regulations and codes relating to municipal utility construction, maintenance and operation, waste discharge requirements, drinking water standards, storm water requirements, air pollution control, and solid waste.
    • Principles and practices of engineering related to water and sewer infrastructure
    • Principles and practices of organization and personnel management.
    • Budgeting procedures and techniques.
    • Safe work practices and related regulations.
    • Principles of public speaking, conflict resolution and excellent customer service.

    Ability to:

    • Plan, organize, direct and supervise the work of assigned staff.
    • Select, supervise, train and evaluate personnel.
    • Prepare, forecast and administer a budget.
    • Interpret and apply Federal State, and local laws and regulations.
    • Organize, direct, and coordinate activities in a manner conducive to full performance and high moral.
    • Establish and maintain cooperative working relationships with elective officials, administration, other employees, and the general public.
    • Communicate clearly and concisely orally and in writing.
    • Prepare clear and concise reports; develop policy and procedure recommendations.
    • Read and comprehend complex laws and regulations and initiate policies and procedures for their implementation.
    • Utilize automated equipment to prepare documents and maintain data related to department operations.
    • Make presentations before groups and represent the City in public forums.
    • Use computer and needed programs effectively.
    • Organize, analyze, manage and implement a variety of programs.
    • Establish and maintain respectful, effective and cooperative working relationships with those contacted in the course of work.
    • Communicate effectively, orally, electronically and in writing.
    • Perform related duties as assigned.
    EDUCATION & TRAINING

    EDUCATION:

    Equivalent to a Bachelorís degree from an accredited college or university with major coursework in business or public administration, or a closely related field.

    TRAINING:

    Four years of increasingly responsible experience related to regulatory issues, State and Federal regulations related to the oversight of a large municipal agency, including two years of supervisory responsibilities that would lead to the acquisition of the required knowledge and abilities of this position.

    LICENSE OR CERTIFICATE

    Possession of a valid California Driverís License in the category necessary to perform essential duties of the position may be required at the time of appointment; Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis. Maintenance of a valid California Driverís license and proof of automobile liability insurance thereafter is a condition of continued employment.

    PHYSICAL REQUIREMENTS

    Maintain the following physical abilities: See well enough to drive a vehicle; hear and speak well enough to conserve on the telephone and in person; communicate clearly without amplification; bodily mobility to move rapidly from one area to another sometimes over rough terrain; climb stairs or ladders; use of hands and fingers to write; operate a computer keyboard and handle plans and documents; stamina to work long hours and attend night meetings several times a week.
