Administrative Analyst, Senior


DEFINITION

To coordinate the activities of specialized accounting functions such as treasury accounting; to invest temporarily idle City funds to obtain maximum investment earnings; to perform complex general accounting, recording and reporting of financial transactions; to be responsible for the City payroll and to provide technical staff assistance to the Department manager.

This position is designated as management for labor relations purposes and is considered exempt under FLSA.

SUPERVISION RECEIVED AND EXERCISED

General administrative direction and support is provided by the Administrative Services Director. The incumbent in this classification is expected to work with minimal direct supervision, exercising independent judgement and initiative in a number of complex, responsible and sensitive duties.

ESSENTIAL FUNCTIONS: - Duties may include, but are not limited to the following:

  • Administers the City's payroll function to include: ensuring the payroll is prepared on schedule, accurately and in conformance with applicable laws, regulations, and policies; and ensuring all applicable reports and records are prepared accurately, on schedule, and maintained as required. May involve coordination of workflow by technical/clerical staff numbers.
  • Interpret and apply City policies and MOU's related to payroll, salaries, benefits and retirement policies.
  • Analyze cash position of City; invest any available funds; Reconcile accounts for general checking, payroll, workers' compensation and insurance.
  • Responsible for maintenance for the general ledger to include: allocating interest earned between funds, interfund transfers, reviewing account receipts and expenditures as directed; participate in the posting, balancing and reconciliation of the General Ledger and subsidiary accounts.
  • Participate in the development and implementation of goals, objectives, polices, and priorities related to activities of assigned section; assist in planning, organizing, evaluating and participating in the functions and activities of the Finance Office.
  • Assist in budget preparation and review process related to salary and benefits expenditures; participate in the year-end reconciliation and closing of the City's financial records, as well as assist external auditors in providing information regarding financial operations. Respond to inquiries from City staff regarding budget questions and issues.
  • As assigned, represents the department in City Wide Project committees.
  • Evaluate and monitor expenditures within the Finance Department.

MINIMUM QUALIFICATIONS:

Knowledge Of:

  • Contemporary governmental accounting and financial practices, procedures, and standards associated with accounts payable, accounts receivable, and general ledger; governmental payroll practices and standards; and accepted audit practices; contemporary supervisory theory and practice.
  • General principles and practices of data processing and its applicability to accounting and municipal operations.

Ability To:

  • Function independently with little or no supervision; direct the establishment, operation, and maintenance of payroll systems, practices, and procedures, general ledger; and perform responsible professional accounting tasks associated with areas of responsibility.
  • Assist in the general administration of the Finance Office.
  • May supervise accounting personnel to include: establishing performance standards, motivation employees to reach and maintain performance standards; developing employee skills/abilities; assign work; set priorities; and address employee issues and concerns.
  • Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Interpret and apply City policies, procedures, rules, and regulations; understand and interpret principals, laws and procedures involved in fiscal record keeping and accounting functions including federal and state laws, City policies, MOU's contracts, ordinances and resolutions.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Prepare reports, oral and written; interpret, input, retrieve and transmit statistics and other complex communications to and from the computer, analyze data and draw sound conclusions.

EXPERIENCE AND EDUCATION

Experience:

Five years professional accounting/finance experience of which two should be in municipal finance.

Education:

Equivalent to a Bachelor's degree from an accredited college or university with major course work in Accounting, Business Administration or a closely related field.

LICENSE OR CERTIFICATE

Possession of a valid California Driver's License at the time of appointment and must be maintained thereafter as a condition of continued employment.

PHYSICAL REQUIREMENTS

Maintain the following physical abilities: See well enough to operate vehicles, read instructions and follow directions; use of hands and fingers for writing, typing, and other computer related functions; hear and speak well enough to converse over the telephone and in person.
