California HOME Program, and the City of Turlock Redevelopment Agency
(TRDA) "Housing Set Aside" fund, the Housing Program Services Division
is able to provide a wide variety of housing services.
NEW! Draft 2005-2009 Consolidated Plan Amendment Available for Public Review
The 2005-09 Consolidated Plan identifies how the City of Turlock will utilize its federal Housing and Urban Development funds to address the housing needs of the City of Turlock. The City is proposing to amend the Plan to revise its emergency shelter strategy. The City is proposing to amend its Plan to remove Community Development Block Grant (CDBG) and Redevelopment Agency (RDA) funding for the construction of a permanent shelter in Downtown Turlock. The program will be replaced with the current community-based strategy implemented in Winter 2008-09 involving non-profit and faith-based organizations to provide emergency shelter services to the homeless. CDBG funding may be utilized by non-profit organizations (i.e., through the public service grant program) to provide emergency shelter services.
The City is required to provide 30 days for public comment on the proposed amendment. A public hearing is scheduled on October 22, 2009, starting at 6:00 p.m. in the Yosemite Conference Room located on the 2nd floor at 156 South Broadway, Turlock (City Hall). All are welcome to attend this meeting to provide comments. Comments on the proposed amendment is due by 5:00 p.m. on November 4. Staff expects to present this item to the City Council at a noticed public hearing on December 8, 2009. The draft amendment is available for download.

AB 987 – Low to Moderate Income Housing Fund: Affordability Covenants and Restrictions
In October 2007, the Governor signed AB 987 making it effective as of January 1, 2008. One of the requirements of AB 987 is for redevelopment agencies to compile, maintain, and make available to the public a database of existing, new and substantially rehabilitated income restricted units developed or otherwise assisted with moneys from the Low and Moderate Income Housing fund. The database must be located on the internet and updated on an annual basis. Please note that housing units created or rehabilitated for victims of domestic violence will be excluded from the public database.
