New Public Works Contractor Registration Law [Senate Bill 854]
Beginning April 1, 2015, prime contractors and subcontractors bidding on public works projects will be required to be registered with the Department of Industrial Relations (DIR). Prime contractors and subcontractors will be required to submit certified payroll records to the Labor Commissioner using DIRís new data-driven electronic Certified Payroll Record (eCPR) reporting system. (DIR expects to have Phase I of this system deployed by early May of 2015. Contractors will be able input CPR data directly onto an online form or do a mass upload using an xml schema flat file.). THERE ARE NO PROJECT PLANS ASSOCIATED WITH THIS PROJECT. The City of Turlock maintains a Qualified Contractor List (List) as required by Public Contract Code Section 22034 and updates the List annually. When a city project is advertised for bids these contractors receive an email notification of that advertisement. The City of Turlock is accepting proposals to provide software services to allow plan checking of PDF documents supplied either through traditional electronic transmission media or a City-hosted citizen portal. This will be a concept to completion production. The purpose of this Request for Proposals (RFP) is to provide a fair evaluation for all candidates and to provide the candidates with the evaluation criteria against which they will be judged.
The existing City of Turlock web site is currently undergoing an in-house redesign. With the re-design, a citizen portal for the submission and transmission of project plans is considered an integral and required aspect to serve the city of Turlock and its customers.
